What is the best web hosting to use for a startup finance related site?

I could have bursts of traffic here and there - I don't plan on a lot of traffic right off the bat, but there is the possibility that I will get a lot of traffic at random times and stuff. So what is the best hosting plan for me? (note money is an issue, but I also want the flexibility of a solid plan)
